The criminal justice system is supposed to fulfill one of the few actual jobs of government; protecting me from you and you from me. Yet despite the money we spend on the justice system all it does is prove that there are few endeavors that government can't make worse.
Meet Edward Lee Carter, a career criminal that was arrested in July in connection with a burglary and sexual assault on a seventy one year old woman. This is after Carter was released thanks to TEEM, a soft on crime non profit that funnels tax dollars into their organization. Carter is said to have broken into a Mesta Park home on the morning of June 12th, sexually assaulting the elderly woman, and burglarizing the home. When arrested Carter was charged with attempted rape, burglary, forcible anal sodomy, kidnapping, rape by instrumentation, and robbery with bail set at $310,000
Edward Lee Carter has been a career criminal going back to 1998 in Oklahoma County and 1996 in Tulsa County.

And just two months before the crime Edward Lee Carter had been arrested along with an accomplish for breaking and entering and possession of weed. Unfortunately for the elderly woman former Speaker Kris Steele's soft on crime group had gotten Edward Lee Carter out of jail on an OR bond, no money bond paid, no one on the hook for finding him and returning him to jail.

His accomplice iin the last crime had already bolted and a warrant was issued for her arrest. She was quickly caught as she was out on a bond, with the bondsman making sure she was found and sent back to jail. She was sentenced to 90 days in jail for her crime.
Carter though was out and making a living breaking into homes and raping elderly women.
Teem of course was the golden parachute of former Speaker Kris Steele, cobbled together as a non profit, funded by donations from churches, fees from defendants, and grants. Steele had promised a million dollars a year in fund raising thanks to a deal he had tried to cut with former AG Scott Pruitt and David Prater of the Oklahoma D.A. Office.
And you have to give Kris Steel credit, he knows how to stretch dollars, by hiring ex convicts. So many that we are going to do a story each week on the multitude of felons that Kris Steel employes.
Meet Stephenie Ringwald, Office Administrator for Teem, and sexual predator and criminal. Stephenie likes to furnish kids with booze and rape students. A former teacher till she was busted for raping two students at her school, which was pled down to 2nd degree rape, along with four charges of providing booze to minors. Ringwald's mother was actually the school superintendent and attempted to deflect the allegations but she resigned shortly before the charges were filed.
And if that wasn't bad enough, while out awaiting trial on the two counts of raping students she was charged with sexual battery for forcing a sixteen year old co worker to have sex with her. The child was working with Ringwald at a local Braums store it seems and after a shift Ringwald picked the child up and drove him to her own home where she performed sex acts on the child.
Ringwald received ten years with all but one year suspended, giving her one year in state prison for all the crimes as part of a plea deal that also dismissed the sexual battery charge against her young co worker. Ringwald was also ordered to file as a sex offender for the next fifteen years.
And that last part is troubling as Rinwald's address remains listed as 199 Big Canyon Road Sulphur, Oklahoma 73086 , an hour and a half trip from Oklahoma City. Does anyone believe that she is commuting three hours per day to her job as office manager at Teem?
Even more troubling, felons are not supposed to be consorting with other felons, ex cons, especially those that are still on probation or on suspended sentences. And there is Ringwald surrounded by ex cons both as fellow employees and the clients.
