Another Felon Working for TEEM Back to a Life of Crime


Another of the many convicted felons that Kris Steele's TEEM organization has working for them is on the run after being arrested for second degree forgery. Haylie Marie Webb was the poster child of the TEEM organization, trotted around at all the fund raisers and public events after Kris Steele took over leadership of TEEM. Kris Steele hires Haylie Marie Webb as his assistant no less. And according to Linkedin.com and the TEEM directory Webb continues to work for TEEM.

Webb was arrested and charges filed around the end of August and charges were filed on September 19th. She was released using TEEM's own Pre Trial Release Program but by October first the bond was revoked after Webb failed to appear in court and Webb was on the run. The court record shows that the bond was forfeited but of course that is the point of pre trial release, no bond is paid so no money is there to forfeit.

This wasn't Webb's first brush with the law. In May of 2012 she and an accomplish, Jonathan Murry Stout, were arrested with him being charged with concealing stolen property and she with possession of drug paraphernalia and possession of drugs. He pled guilty to both charges, but not before going on the run and forfeiting his bail. Both of them went through several bondsmen, with Webb going through three different bondsmen, a sure sign of them not being able to keep an eye on her and her criminal boyfriend. About a year later Webb must have ran out of bondsmen as she was let out on an OR, own recognizance bond.

By November of 2013 Stout had pled guilty and received a ten year suspended sentence, meaning he walked out without serving prison time for his crimes. His fines and fees add up to a couple of thousand dollars which he agrees to pay off at the rate of $50.00 per month. By April of this year Stout hasn't been paying and has three other felonies so his deferred sentence is revoked and he goes off to prison. Before you cheer at justice being served, think about his four felonies all being served concurrently. Four felonies, one sentence of five years, meaning he will be out in about 1.5 years tops.

By May of 2014 Web has completed the Remerge Program, a prison deferment program, and has her felonies dismissed but has to pay court costs and fines. No records of her paying a dime are on her OSCN.net record. Her tax refund is attached to this very day.

And the story gets better. Webb's latest boyfriend was recovered by a bail bondsman inside Webb's home after Webb lied to the bondsman about the guy's presence. That is aiding and abetting a felon on the run, a felony in itself. Despite having a warrant out for her own arrest, the bondsman was unable to arrest Webb as she was out on pre trial release and not subject to the bondsman's arrest authority.


Randal Bryan Boyce had been charged with seven felonies, embezzlement from his employer, two counts of drug possession with intent to distribute, two counts of having a stolen credit card, illegal use of a computer, and money laundering. In 2011 Boyce had been arrested on drug charges, missed court dates, had bond foreited, showing no record of paying fines or fees, then despite the deferred sentence he gets his sentence accelerated for non payment and other crimes committed.

Then again in 2016 Boyce is arrested on credit card theft and drug possession. And again for scamming people online and stealing money. Once again he is diverted into the drug court and fails to comply, pays a bondman to bail him out and fails to appear. This is one of the cases that he was on the run from when the bondsman arrested him at Webb's home. Now the bond is $129,000 and rightly so. Yet while out on bail for these crimes Boyce is arrested for embezzlement.

Webb is a drug addict, that much we know. She associates with drug addicts. Despite all the forbearance she was given she is still a criminal and one of the "too many" women that will wind up in state prisons. Until she is locked up she will continue to live a life of crime and most likely will continue that life of crime once she is out of prison till she either wises up or gets too old to be a criminal or dies of a drug overdose.

As of this newsletter publication, Webb remains free with no bondman able to pick her up and might well evade the police for years to come. The TEEM organization certainly knows where she is and one would think that Kris Steele would drive over and pick her up for a ride to the county jail. Then again she is likely hiding at TEEM after her boyfriend was arrested hiding in her home. The police ought to simply go arrest her on the outstanding warrant and add the charges for hiding a felon.

The point is simple, soft on crime does not work.  As long as criminals pay little price, no attorney fees, no bondsman fees, no real time in prison because of deferred sentences and plea bargains, the criminals will continue to harm innocent citizens and break the laws of our state.
